Upon invitation by the Global Political Economy Research Group, Instituto Complutense de Estudios Internacionales, EPRG researcher Andreas Goldthau gave two lectures at Complutense University Madrid on 14-15 February 2011. The first talk, held in the Graduate Program seminar, focused on a 'public policy perspective on global energy'. Departing from a normative call on public policy, Goldthau talked about incidents of market failure in energy of a global scale, and possible policies to remedy them. The second talk focused on the shift in rule setting power away from of the OECD to new energy consumer heavyweights, and how this may impact energy policy agendas. Notably, Goldthau elaborated on energy access and energy transition as the two main issue areas which may be almost entirely determined by policy choices of the new energy players.
