Válságkezelés Európában: új gazdaságfilozófia felé?

Az évek óta tartó európai válságkezelés leírása és a részletek bemutatása helyett a rögtönzött, politikai alapon hozott lépsek gazdaságelméleti értelmezésére törekszünk.Kutatási alapkérdésünk az: igaz-e még a 70-es évek végének felismerése, mi szerint sem szerkezeti, sem szabályozási eredetű válságot nem lehet keresletélénkítéssel leküzdeni? Igaz-e az, hogy a szuverén EU tagállamokon belül bármi okból hiányzó belső elköteleződést a külső fegyelmezéssel nem lehet pótolni? Ennek fényében vizsgáljuk a költségvetési és a bankunió 2012 októberében körvonalazott és jóváhagyott tervezetét is.

On the New Economic Philosophy of Crisis Management in the European Union

This essay attempts to go beyond presenting the bits and pieces of still ongoing crisis management in the EU. Instead it attempts at finding the ‘red thread’ behind a series of politically improvised deci-sions. Our fundamental research question asks whether basic economic lessons learned in the 1970s are still valid. Namely, that a crises emanating from either structural or regulatory weaknesses can and should not be remedied by demand management. Our second research question is the following: Can lacking internal commitment and conviction in any member state be replaced or substituted by external pressure or formalized procedures and sanctions? Under those angles we analyze the pro-ject on establishing a fiscal and banking union in the EU, as approved by the Council in December 2012

Growth, Crisis Management and EU: The Hungarian Trilemma

This paper addresses the challenges of Hungarian economic strategy in the post-2010 period. It analyzes the constraints and options, as well as the reaction and interaction of various players on the inter national arena, that have shaped outcomes. Beyond the discussion of the 15 months of futile negotiations with the IMF, issues of how Hungary fits, with its unorthodox economic policies, in the changing architecture of the European Union, moving towards ever more federalism in its crisis management.

And the first shall be the last

This study analyzes the puzzle of Hungarian economic drifting in a long run perspective. The underlying puzzle for the investigation is why bad policies are invariably popular and good policies unpopular, thus why political and economic rationality never overlap. The first part of the article summarizes in eight points the basic features of the postwar period. Then six lessons are offered, which might be useful for other countries in transition or for students of comparative economics and politics, lessons that can be generalized on the basis of the individual country experience.

A szovjetológiától az új intézményi közgazdaságtanig – töprengések két évtized távlatából

A következőkben arra teszünk kísérletet, hogy összegezzük a közép- és a kelet-európai rendszerváltozások és az ezt tanulmányozók fordulatos történetét az elmúlt két évtizedben. Bemutatjuk, hogy a közgazdaságtan egy kevéssé fejlett ága miképp szembesült a tudományág egésze szempontjából is talán legnehezebb értelmezési és alkalmazási kérdéseket fölvető történelmi folyamattal. Megpróbáljuk feloldani azt a rejtvényt, hogy a főáramú megközelítés megismerése és alkalmazása miért nem hozott átütő eredményt sem a térség gazdaságainak, sem magának a tudományszaknak. Megvizsgáljuk a fokozatosság és a reformok kritikus tömege viszonyát. Végül kísérletet teszünk arra, hogy e sajátos szakterület elemzéséből adódó, tartósnak bizonyuló tételeket beépítsük a fenntartható fejlődés szélesebben értelmezett, immár főáramú megközelítéseibe.*

From Sovietology to neo-institutionalism

This article attempts to wrap up the thorny road of studies and students of systemic change in Central and Eastern Europe. It analyses how a relatively backward part of the economics profession has been confronted with issues that count among perhaps the most complex, in terms of both understanding and applications, within and for the entire academic discipline. An attempt is made to integrate some broader methodological and narrower political economy insights in the approach of sustainable development and economic theory in general.

European Studies: Taking Stock and Looking Ahead

This essay is an attempt to generalize experiences of Central and Eastern European universities in the field of European Studies over the past 20 years. The paper follows the logic of business analysis in order to come up with proposals for future action.

Az új Európa az új évezredben

Az esszé hét tézisben vizsgálja azt, hogy az új Európa országai mennyiben sikeresek és mennyiben sikertelenek az új világrendbe történő integrálódásukban. A kommunizmus immár két évtizede meghaladt öröksége sem tűnt el, de a valódi, megválaszolatlan kihívást szekularizmus és a fogyasztói társadalom jelenti. Egyfajta immunhiányos helyzetbe kerülve, az értékrendi válság a sodródás, a manipuláció és az EU kiürülésének veszélyei fölerősödtek.

Orthodoxy, Renewal and Complexity in Contemporary Economics

This contribution attempts at providing an explanation for how economics with its peculiar methodology of analysis and focus on modelling emerged. It furthermore tries to answer the intriguing question, haunting the discipline over the past 150 years or so, namely if, and to what degree analytical methods, that have been developed in and for the natural sciences, are apt for application in a different field. For the latter purpose, some of the fundamental issues of philosophy of cience have to be addressed, such as the uses and misuses of reductionism and equilibrium analysis. The rather fundamental changes that have emerged in the natural sciences since the onset of neoclassical analysis are concerned as well.

Unintended Consequences of Crisis Management

This contribution attempts to decipher the largely unintended, still predictable consequences of crisis management in the global economy. In a series of improvised, case-bycase and unilaterally demand-focused measures, governments tried to extend the Keynesian arsenal to a system whose basic features are unlike those of the national economy. While the collapse of output and employment, on par with the Great Depression, could indeed be averted, conditions for the resumption of sustainable finance and growth have been undermined.

Hungary: The Janus-faced Success Story

This paper offers a broad overview of the Hungarian development strategy over the past two decades. Combining historical and functional analysis, some major strengths and weaknesses are identified, with special emphasis on the country’s open-door policies and the role played by the European Union. The paper investigates why the impetus of institutional and financial integration was lost by about 2004 when policy drifting took over the role of strategies. Some ideas on how to remedy the situation are being offered. Paradoxically, the Hungarian success and failure both testify to the relevance of a neo-institutionalist/political economy approach to sustainable development. It also examines the limitations of external anchoring by the EU as well as of the spontaneous bottom-up evolution of institutions when policy drifting continues.
